Crime

This topic concerns the relationship between various forms and conceptions of crime and migration. This includes studies of migrants as victims of crime and studies on criminal activities within networks of migrants and their descendants. This topic also considers the criminalisation of humanitarian help for irregular migrants and the conceptualisations of illegal migration.

Studies listed under this category include literature on the immigration-crime nexus, undocumented migrants, irregular migration, and the detention and deportation of undocumented migrants.

Germany and the 2015 Refugee Crisis

Year 2017
Taxonomy View Taxonomy Associations
Abstract
During the second half of 2015 Germany witnessed a dramatic increase in the number of refugees, fueled in particular by the conflict in the Syrian Arab Republic. Totaling more than one million people in 2015, this mass arrival of refugees to Germany is the largest of its kind since the early 1990s.Accommodating and providing for these forced migrants entail various challenges for Germany, both in the economic realm, and in the political, social, and legal spheres. The housing and integration of refugees puts strains on public finances, social welfare systems, the education system, as well as real estate and labor markets, and it raises issues about domestic social and political cohesion, security and crime, as well as international quandaries around a fair allocation of refugees. Because of the currentness of events, however, (even most basic) data on the mass inflow of refugees to Germany and empirical evidence on the effects of this inflow are scarce. As a consequence, little is yet known on how this inflow did impact German society, domestic politics, and the economy, and how malleable, in particular, this impact has been to regional variation in economic conditions and in public policies governing the regional distribution of refugees and the type of their accommodation. In this research project, we will explore this question by studying the impact of the mass inflow of refugees to Germany in four key areas: (1) electoral outcomes, (2) real estate markets, (3) anti-foreign violence and criminal activity by foreigners, as well as (4) charitable giving, both monetary, in kind, and through voluntary work.

FRA’s regular overviews of migration-related fundamental rights concerns

Year 2016
Taxonomy View Taxonomy Associations
Abstract
In view of the increased numbers of refugees, asylum seekers and migrants entering the EU, FRA publishes monthly reports highlighting key developments about the fundamental rights situation of people arriving in selected EU Member States (up to 14 Member States, including AT, BG, DE, DK, EL, ES, FI FR, HU, IT, NL, PL, SE, SK). The monthly overviews are published as of January 2016 and include a focus section on a particular topic of concern each month, e.g. hate crime, unaccompanied children, family reunification, etc. FRA published weekly overviews encompassing a period of eight weeks from September to November 2015. From January 2016 FRA is publishing monthly updates that cover a variety of different issues, including: - initial registration and asylum applications, with particular attention to the situation of vulnerable people - criminal proceedings initiated for offences related to irregular border crossing - child protection - reception conditions for new arrivals, focusing on the situation of children and other vulnerable people - access to healthcare - public response such as rallies of support, humanitarian assistance or voluntary work - racist incidents such as demonstrations, online hate speech or hate crime.

Foreigners' Crime and Punishment. Criminalizing Practices in Expulsions of Foreign Offenders.

Year 2019
Taxonomy View Taxonomy Associations
Abstract
Project description: This research proposal addresses a contested topic, expulsion of foreign offenders. The primary data consists of the analysis of expulsion decisions for Estonian, Romanian, and West African citizens in 2014 and 2018. The comparative research setting enables to examine both racialized practices in the criminalization of migration and and tightening of immigration policies after the refugee crisis in 2015. The use of expulsion decisions as a research data is novel in the international context. Moreover, this research discusses the relation between the criminal law and the immigration law in migration management. The punitive application of the immigration law points to the separation of legal practices for citizens and non-citizens, which has significant implications for the whole judicial system. This research contributes to the international debates by breaking new empirical, methodological, and theoretical grounds in the field of migration studies and criminology.

Promoting Comparative Quantitative Research in Europe

Year 2007
Taxonomy View Taxonomy Associations
Abstract
PROMINSTAT is a research project funded under the 6th Framework Programme. It compiles meta-information on statistical datasets on migration, integration and discrimination in 29 European Countries (EU27 plus Norway and Switzerland). Through country reports and a series of comparative studies on particular topics of datacollection PROMINSTAT provides in-depth analyses of the scope, quality and comparability of statistical data collection on migration in a wide range of thematic fields, including population stocks and general demographic characteristics, migration flows, residence permits, acquisition and loss of citizenship, asylum seekers and refugees, irregular migration, employment, income, transfers and social benefits, housing and residental patterns, health and access to healthcare, education, family and household, political participation and crime and justice. The main aim of PROMINSTAT is to promote comparative quantitative research on migration, integration and discrimination in Europe, to enhance the knowledge base on statistical data collection in this field and thus to contribute to the improvement of statistics on migration, integration and discrimination.

TRACKS: Identification of TRafficked Asylum seeKers' Special needs

Year 2016
Taxonomy View Taxonomy Associations
Abstract
TRACKS- identification of TRafficked Asylum seeKers’ Special needs is a transnational project that offers to analyze the asylum-trafficking in human beings (THB) nexus through the prism of special needs of trafficked asylum seekers and to equip national asylum authorities and civil society organizations to tackle crosscutting issues (i.e. protection, housing, rehabilitation, psychosocial support as well as security). Indeed, international protection of these asylum seekers might be challenged by their very specific vulnerability. Asylum seekers identified as victims of THB need to benefit from specific social and judicial support and reception conditions, as well as from a procedure that should be adapted to their individual specific situation. These needs have to be addressed to allow them to benefit from an appropriated international protection by EU member States. Very few victims of THB applying for asylum are granted refugee status or subsidiary protection as they have enormous difficulties to express their individual story because they are most of the time under influence, are not always aware of their rights in relation to their specific situation and went through traumatic experiences. Moreover, the asylum application can be used by criminal networks exploiting victims to make sure they legally stay on the territory. The situation of this specific vulnerable group requires a very specific answer that will result from a complementary accompaniment from a range of actors (i.e. regarding social and legal support, health, security issues, etc.).

Automatic non-destructive recognition of used printing techniques on substrates

Year 2017
Taxonomy View Taxonomy Associations
Abstract
ANDRUPOS is a leading edge web based document examination system capable of authenticating printing techniques, printer and paper sources. It is built on research projects and studies, in which the feasibility and the relevant technologies in ICT, software and analysis technologies have been validated and tested with pilot users. ANDRUPOS is a game changer in document fraud detection such as ID documents, passports or banknotes, as it enables for the first time an automatic reliable detection method, giving quick and confident reports on possible fraud and – another very new not yet available feature – links counterfeits with printers, so that also different counterfeits and cases can be traced back to the people responsible for it like organized crime. Fraudulent identity and security documents are integral prerequisites for the smuggling of migrants, trafficking in persons, terrorist mobility, to facilitate the smuggling of drugs, weapons and other goods and they simplify cross-border crime of all types. Counterfeit documents enable opening of bank accounts or receiving illegal social insurance benefits. Making and using fraudulent documents by organised crime produce huge civil, social and personal losses. The target market comprises banking (national banks), border security (airports, border crossing points), public and private forensic institutes as well as law enforcement agencies. ANDRUPOS pro-actively targets the needs and requirements of national and European users like Law Enforcements Agencies, Criminal Offices, National Police Services, Customs Investigation Bureaus, National Banks, Financial/Customs. The main objective of the FTI project now is to do the final optimization and upgrading as well as customization and then going into a final validation phase with test at first customer stations.
