Return migration

Return migration may refer to repatriation, removal, deportation, assisted return, as well as return on an individual’s own initiative to his or her country of origin. This is often labelled as either forced or voluntary, though it can take place at any point on the forced–voluntary spectrum (Carling et al., 2015). Research in this category includes studies on readmission policy, deportation, theories of return, (gendered) experiences of return, reintegration and development.

Abstract
"In the context of a globalising world and increasing transnational migration processes, since the late 1990s international mobility among the German population has developed into a prominent field of public, political and scientific discourse. Unlike the extensive research about immigration to Germany, few academic analyses exist that focus on the emigration and return migration processes of the German population. Given the recent demographic developments and the expected decline of the skilled workforce, political decision-makers are interested in reliable and comparable information about the extent, causes and consequences of emigration and return migration. The objective of this study is the analysis of these emigration and return migration processes with a focus on different migration motives being of particular interest. Similarly, the influence of economic conditions and political contexts in the countries of origin and destination on emigration and return migration will be analysed. In addition to these substantive interests, the study also explores the feasibility of drawing a representative sample of the internationally mobile German population."

Abstract
Following the ceasefire signed in Sri Lanka in 2002 return of international migrants, refugees and Internally Displaced Persons became more of a possibility. The readmission agreement signed between the government of Sri Lanka and the European Commission in June 2004 and the decision of UNDP to extend the TOKTEN programme (Transfer Of Knowledge Through Expatriate Nationals) to Sri Lanka at the same time means that return will now be encouraged and facilitated by significant international institutions. Return migration has significant potential to encourage economic development of areas to which migrants return. Little is known, however, about the relationship between different types of return and there has been almost no sustained research on the development of the post-return situation of return migrants. Given the existence of conditions likely to encourage return and the necessity to establish durable development, Sri Lanka provides an ideal opportunity to investigate these questions. The fellow will be based at the University of Colombo for the two-year outgoing phase of the project. In depth surveys and interviews will be carried out with the support of students of the department of sociology. The project aims to establish the basis for a longitudinal re search project that can continue to collect data on the development of return migration to Sri Lanka and monitor the sustainability of this movement and the effects of policy interventions.

Back to Pakistan: The political economy of emotions in remigration

Abstract
The proposed project intends to research deportation and "voluntary" return migration from Germany to Pakistan. The project focusses on the "political economy of emotions" in return migration, understood as the production, exchange and circulation of emotions in the entangled relations, experiences, obligations and expectations between (return) migrants, their kin, local and transnational contexts, as well as governmental and non-governmental institutions. While in recent years Germany became a significant destination for Pakistani migrants, deportations and assisted "voluntary" return have become more and more important in consequence of increasingly rigid politics of asylum. This project is based on the assumption that migration is never a purely "rational" phenomenon, solely based on “interests”, but that migration is strongly liked with emotions. This applies especially for return migration. The project thus intends to complement the growing body of anthropological research on deportation that to date focusses largely on Africa and Latin America.Research starts with investigating the complex and often confusing situation in Germany regarding deportation and assisted "voluntary" return. Subsequently we will focus on emotions linked with the motivations, expectations and experiences of return, working with both Pakistani migrants in Germany who face their return and with returnees back in Pakistan. The project will research the societal consequences and effects of deportation and/or "voluntary" return in Pakistan by analyzing the social environment of the returnees (i.e. their family, kin networks, peer groups, the village or urban neighborhood, and social networks), its economic and (local) political structures, as well as the emotions produced and circulated in this context as they are linked with reciprocal obligations and expectations.In addition to the ethnography of return to Pakistan, this project intends to develop a theoretical and methodological contribution on the role of emotions in the context of return migration and deportation and thus to offer contribution to the "anthropology of removal" (N. Peutz).
