Report on the political participation of mobile EU citizens: Romania

Authors Daniela Vintila, Simona Soare
Year 2018
Taxonomy View Taxonomy Associations
Abstract
Since Romania’s accession to the European Union, resident EU citizens enjoy the right to vote in and stand for local elections and European Parliament (EP) elections held in Romania. Due to the fact that non-resident nationals vastly outnumber EU citizens residing in Romania, the enfranchisement of Romanians abroad is, however, a much more salient issue in Romania. Non-resident nationals may vote in national and EP elections, but cannot stand as candidates if they are registered with the domicile abroad. The turnout of non-citizen resident and non-resident citizens in elections held in Romania is overall quite low. Possible facilitators would be to simplify the voting and registration procedure and to introduce more awareness raising campaigns specifically targeting resident EU citizens and Romanians abroad.

Intersectional Analyses of Welfare Chauvinism in Europe

Year 2017
Taxonomy View Taxonomy Associations
Abstract
In the European context of ongoing crises (economical, political and humanitarian), populist radical right parties have consolidated their presence in mainstream politics. These parties sharpened the debate concerning the future of the welfare state, arguing for a separation between the “natives” of the ethnic majority, as self-evident targets for full welfare provision, and those belonging to a generic “other”–wherein migrants, ethnic minorities, racialized groups, people with alternative lifestyles are lumped together. However, both studies of the populist radical right and welfare studies are missing an intersectional awareness to how such conceptual distinction is operated. Taking a decidedly interdisciplinary approach, the present project aims to explore and scrutinize in a comparative framework the populist radical right’s discursive (re)construction of cultural identities and the terms of national belonging at times of economic, political and societal crises across Europe, from an intersectional perspective. The project will combine political sociology, with a focus on welfare and populism studies, intersectionality, and critical discourse analysis. The project focuses on three cases: the Finns Party (PS/SF) in Finland, the Greater Romania Party (PRM) in Romania, and the Sweden Democrats in Sweden. The objectives are to provide an account of the communalities and differences in articulating national identity and welfare chauvinism in the chosen countries, and to map out how these are expressed within the common European institutional framework, namely in the European Parliament.

Abstract
Summary in English not available, Summary in Finnish: Hankkeen julkinen kuvaus: Tutkimusaiheena on lasten kokemus ja ymmärrys vanhempiensa ja perheidensä ylirajaisesta migraatiosta Euroopassa, painopisteenä Euroopan Unionin itäiset reuna-alueet. Valtiollisia rajoja ylittävää maasta- ja maahanmuuttoa on harvoin tutkittu lasten näkökulmasta, vaikka yleisesti tiedetään, että kaikkialla migraatio vaikuttaa suuresti lapsiin riippumatta siitä muuttavatko he itse rajojen yli vai pysyvätkö he kotimaassaan vanhempiensa muuttaessa ja/tai käydessä töissä toisessa maassa. Tutkimusryhmä tarkastelee etnografian keinoin seuraavia muuttoliiketapauksia: Viro/Suomi, Venäjä/Suomi, Latvia/Yhdistyneet Kuningaskunnat ja ja Romania/Suomi.

Eastern European Borders Annual Risk Analysis (EB-RAN)

Year 2013
Taxonomy View Taxonomy Associations
Abstract
EB-RAN (Eastern European Borders Risk Analysis Network) statistical data from Belarus, Moldova and Ukraine are available from 2010. The core of the overview are EB-RAN and monthly statistical data of neighbouring FRAN (Frontex Risk Analusis Network) members: Norway, Finland, Estonia, Latvia, Lithuania, Poland, Slovakia, Hungary and Romania (only common borders, or borders with the Russian Federation) covering the year previous to the publication. Six key indicators of illegal migration are measured: (1) detections of illegal border-crossing, (2) detections of facilitators, (3) detections of illegal stay, (4) refusals of entry; (5) detections of document fraud and (6) asylum applications. The data in the report are presented in several charts and maps.

Measuring Quality of Life in the general population and Roma minority in Romania: implications for health policies and economic evaluations

Year 2017
Taxonomy View Taxonomy Associations
Abstract
The importance of health related quality of life (HRQoL) data in research, clinical practice and health policy has significantly increased over the past decade. EQ-5D-5L is one of the most widely used instruments to measure HRQoL worldwide. Nevertheless, the quality of life of the Romanian general population or ethnic minorities has never been assessed before with EQ-5D-5L. Here, I propose to use EQ-5D-5L to provide locally robust HRQoL data for Romania to support reimbursement decisions and public health interventions in wider and vulnerable groups, such as the Roma minority. A representative sample of the Romanian general population and Roma minority will be recruited and face-to-face interviews will be conducted to explore differences in HRQoL according to sociodemographic characteristics, socioeconomic status and ethnicity. Additionally, population norms and social preferences for different health states (tariff) for EQ-5D-5L will be obtained. The successful delivery of this fellowship will be ensured by a fruitful combination of my experience in quality of life and in psychometric properties of questionnaires with the expertise of Newcastle University in health economics and preference elicitation methods. This fellowship will nurture a dual transfer of knowledge between myself and Newcastle University allowing me to gain new skills in preference elicitation methods, economic evaluations and modelling, teaching and project management. Additionally, the 3-month secondment at the EuroQoL foundation will provide me the skills to successfully undertake fieldwork for population-based valuation studies. These combined experiences will enable me to develop an independent career as a researcher that will play a key role in developing health services research and in building HTA capacity in Romania.
