The Impact of Integration Policies on Immigrant Outcomes: Cross-country Evidence from EU

Abstract
The proposed research will study the impact of different integration policies in European context. The labor market outcomes of the first generation immigrants, the educational outcomes of the second generation and intergenerational mobility will be explored. The cross country variation in labor market outcomes of first generation immigrants is determined by two factors: (1) selection of immigrants that determines the set of observed and unobserved characteristics that immigrants bring to a host country, (2) integration that determines how a given set of characteristics are valued in the host country. This study is going to identify the impact of integration independent of selection effects using a natural experiment. This natural experiment is the mass recruitment of Turkish workers by European countries during 1960s and 1970s that dispersed individuals with similar characteristics across various countries. The second part of the project will provide evidence on the educational outcomes of second generation immigrants from the same source country. Using an internationally comparable data set of 15-year-old students the study will focus on the immigrant students’ performance in mathematics, reading, science and problem-solving skills and provide evidence on the cross country variation in their outcomes. Using the data on educational attainment of parents intergenerational linkages will be explored to assess the extent of upward mobility in these countries. Thus, this study will be exploring integration with a multi generational perspective and highlighting differences in outcomes across host countries for individuals with similar backgrounds. These results will inform the discussions about the best practices for integration both at EU and national levels.

Abstract
The authors carry out a cross-country assessment of policies aimed to attract and select high-skilled workers. To capture immigration policy systems, they choose nine policy elements that collectively capture many of the key differences between destination countries’ policy stances. These instruments reflect policy categories comprising skill-selective admission policies (shortage lists, job offer requirements, labor market tests, PBS), and post-entry policy instruments (permanency rights, financial incentive schemes). Methodologically, the authors adopt a set of statements against which a 0 or 1 can be assigned to ensure consistency when coding our policy variables.

Channels and Consequences of Knowledge Flows from Developed Economies to Central and Eastern Europe

Abstract
In this project, I study how economic development is shaped by cross-country knowledge flows via trade, foreign direct investment (FDI), and other channels. Using novel micro data for several Central and Eastern European (CEE) countries, I measure the quantitative importance of three channels: technical knowledge embodied in imported machinery, technical and organizational knowledge embodied in expatriate managers, and disembodied knowledge transfers taking place within multinational firms. I then analyze what impact foreign knowledge has on the firms and the workers of the host economy, and what are its implications for aggregate productivity and income inequality. The project relies on several existing databases for Hungary and Romania, which will be complemented with newly purchased, collected and compiled data. The outcome of the project will be seven research studies and a collection of firm-level data sets covering CEE countries, including a large cross-country firm survey on the local supplier linkages of multinational companies. My proposed project improves upon the state of the art in four ways. First, as a comprehensive study using novel micro data, it uncovers new facts about the relative importance of the channels of knowledge flows. Second, it improves the identification of causal effects relative to existing studies by exploiting the detailed micro data. Third, it uses the micro estimates to quantify the aggregate impact of foreign knowledge on the economy. Fourth, it discusses how foreign knowledge affects different firms and workers differently, and, more specifically, how it may contribute to income inequality. More broadly, the research findings help evaluate the relative efficacy of trade, FDI, and immigration policies in promoting economic growth and can inform theories about the channels and barriers of productivity convergence.

Invisible Edges of Citizenship: Re-addressing the position of Romani Minorities in Europe

Abstract
This research addresses the question why the position of Roma in Europe keeps deteriorating despite all the (inter)national efforts put into its improvement. Roma persist as the main targets of ethnic discrimination and are faced by severe socio-economic inequalities throughout Europe. This project recognizes the urgent need to readdress the position of Roma at the times, when most of the programmes for their integration are nearing its conclusion (such as the Decade for Roma Inclusion 2005-2015) and when their intra-European mobility is being particularly problematized. By employing interdisciplinary quantitative and qualitative methodology and theoretical conceptualizations from the perspective of citizenship studies, this project aims to offer a novel insight on the position of Roma in Europe. The project investigates different dimensions of citizenship (rights, dimensions, belonging) in order to show that Roma are not an exception or a minority that simply ‘does not fit’ and is hence excluded from society. I seek to develop a new theoretical perspective to support the above claim: I argue that there are certain institutional mechanisms, that I call as invisible edges of citizenship involved in the production of the marginalization of Romani minorities in all European states where they reside either as citizens or migrants. Instead of only offering selected case studies, this research aims to offer a cross-country comparative analysis of citizenship and minority acts as well as Roma National Strategies and the experience of Romani individuals themselves with the invisible edges of citizenship. The results of this research will be relevant both for academics as well as policy makers: I will prepare a cross-country database on approaches to minority protection and major challenges connected to the position of Roma, 2 journal articles and a book manuscript.

Abstract
The research study "ICT to support the everyday life integration of immigrants or ethnic minority people (IEM)" (ConnectIEM) which was co-funded by JRC-IPTS and DG INFSO, European Commission. The following external research teams collaborated in the study: the Migration and Network Society Programme (MNS) hosted by the Internet Interdisciplinary Institute (IN3) of the Open University of Catalonia (UOC), the Technological and Social Change Group (TASCHA) hosted by the University of Washington, and a network of local researchers based in the target countries. The study gathered through an on-line survey statistically representative and comparable cross-country data on the ICT skills, access and usage of “connected migrants” from the main migration groups living in 8 EU Member States. It then explored the relationship between internet usage and integration processes and developed evidence-based policy options.

Abstract
The National Integration Evaluation Mechanism (NIEM) is a six-years long transnational project (2016-2021) which aims to prepare key actors in the integration field in 15 EU Member States to better face the current challenges and improve the integration outcomes of beneficiaries of international protection. NIEM establishes a mechanism for a biennial, comprehensive evaluation of the policies to foster integration of beneficiaries of international protection, to provide evidence on gaps in integration standards, identify promising practices and evaluate the effects of legislative and policy changes. The tool allows for cross-country comparison in the dimensions of legal integration (residency, family unity and reunification, access to citizenship), socio-economic integration (housing, employment, vocational training, health and social security) and socio-cultural integration (education, language learning/social orientation and building bridges). 14 countries were included in the first round of assessment (2017). Results have been scored on a scale from 0 to 100, ranging from least favourable to most favourable provisions.

Abstract
By means of a non-Eurocentric, theoretically and empirically sound cross-country and cross-region research design, EUMAGINE studies the impact of perceptions of human rights and democracy on international migration aspirations and decisions. Special attention goes to human rights (including women’s rights) and democracy perceptions on Europe, specific European countries, and the relative popularity of Europe in comparison and competition with the US, Russia, Canada and Australia. The core idea of the project is that macro and meso level discourses on human rights and democracy influence micro level perceptions on these themes in countries of origin and transit, which in turn influence migratory aspirations and decisions. To obtain its objectives, the consortium of EUMAGINE (consisting of seven partners, Universiteit Antwerpen (Belgium, coordinator), University of Oxford (United Kingdom), International Peace Research Institute, Oslo (Norway), Koc University (Turkey), Université Mohamed V (Morocco), The Kennan Institute (Ukraine) and Université Cheikh Anta Diop de Dakar (Sénégal)) will study four major ‘source’ and ‘transit’ countries, namely Morocco, Senegal, Turkey and Ukraine. For research purposes, the consortium is divided in four Geographical Duo Teams (each composed of a EU and non-EU partner). Based on a multidisciplinary, mixed-method approach (survey, in-depth interviews and observations) and by adopting a case study approach and comparing and contrasting a diversity of important international emigration countries, various types of regions within these countries, several modes of migration, various types of influential discourses, and different profiles of potential migrants, EUMAGINE will provide insights on how perceptions on human rights and democracy are related to migration aspirations and decisions. EUMAGINE is a gender sensitive project in the way that the team will address gender issues in all stages of the research cycle. Dissemination of the (intermediary) project results will be planned carefully and formulated in a program of dissemination elaborated from the start of the project.
