Outsourcing to private actors

Outsourcing means to externalise, to shift, tasks, operative tasks or processes to a third party. Results displayed under this category refer to any processes related to the outsourcing of the application and implementation of state policies, laws, legislation, regulation or measures to non-state sectors (either private for profit or third sector for no profit). In the area of migration, outsourcing can occur, for example, for border surveillance to private actors (companies), or for the management and provision of reception services (to civil society and non-governmental organisations or the private sector), or the management of detention centers for migrants.

Abstract
In our part of the project (Work package 6) will investigate the responses given to migration at different scales. It aims to provide an in-depth understanding of responses provided by actors ranging from urban to rural contexts, from transnational city-city collaborations to local community initiatives. Local scale is one of the first spaces where migration needs to be governed. Cities different than governments include networks of public and private sector leaders and institutions that include citizen initiatives, trade unions, private companies and universities, among others. A multi-scalar approach will be implemented by examining three different types of cases (1) The case of urban-rural development in Sweden, via international migration, (2) The case of local migration ecosystems in Northern Italy, (3) The case of Greek islands in the Aegean Sea, (4) The case of transnational collaborations and social innovations. By engaging in multi-scalar case studies, the aim is to cover both official and unofficial responses to the so called “refugee crisis”, emphasizing the role of the local authorities in facilitating (or hindering) the application of national policies on reception, redistribution and inclusion/exclusion of newcomers as well as the increasing role of communities and innovations in shaping the migration response by also showing opportunities. These areas, with the potential benefits of interdisciplinary research, will seek synergies between the following two goals; SDG Goal 9 on building resilient infrastructure as well as Goal 11 on inclusive cities. By doing so, we will inform policy making in these areas and potentially contribute to the implementation of the UN Sustainable Development Goals.

Abstract
The main research goal is to further understanding of how and to what extent flame retardant (FR) chemicals used in every-day consumer goods and construction materials enter humans and of the risk to health that such exposure presents. Our vision is that this enhanced understanding will inform assessment of risk associated both with recent and current-use flame retardant chemicals, and of those under development, and ultimately lead to more sustainable approaches to meeting fire safety regulations. Our principal objectives are to discover: (1) the mechanisms via which FRs migrate from products within which they are incorporated; (2) how and to what extent such migration leads to human exposure; and (3) the effects of such exposure. To achieve our goal and objectives we will use a range of state-of-the-art techniques associated with analytical chemistry, electron microscopy, mathematical modelling, in vitro toxicology, and “omics”. The network is an interdisciplinary cooperative of chemists, biologists, physicists and toxicologists. Intersectoral aspects unite basic and applied scientists working in universities, two SMEs, a large (non-university) public sector research organisation and a government research institute. The project’s S&T objectives will be delivered through research in 3 Work Packages (WPs): viz. WP1- Migration pathways, WP2- Human exposure (pathways and monitoring), and WP3- Understanding effects of human exposure. The aim of the Training Programme is to increase the knowledge base and experience of trainees in the different research areas and to develop their transferable skills for future careers in the private sector, public sector, or the regulatory community. Six training objectives will be delivered through a suite of 6 Core Skills Areas (Research Project, Advanced Training Courses, Project Meetings, Career Development Plan, Generic Research Skills, Transferable Research Skills).

Labour immigration and labour markets in the GCC countries: national patterns and trends

Abstract
Using the latest statistical data from six GCC states and recent publications of the GCC Secretariat, a detailed profile is presented of immigration and employment across the region. Evaluation is made of the available data sources (listed in the appendix) and the actual extent of immigrant presence in both population and labour market is critically examined. Employment according to public/private sector, and also for fifteen economic sectors, is shown for each country (where available) by citizenship type and gender. Previously unpublished indicators, such as unemployment and participation rates, are calculated where possible by citizenship type, gender and age groups; a few countries provide data on actual nationalities or regional groupings of foreign employees, and these are reproduced here. Previously neglected issues that receive some attention are foreign births, family presence, foreign schoolchildren and duration of residence (the latter available only for the UAE). The emergence of the kafala system is examined in historical context; in particular, emphasis is placed on its role in promoting irregularities in the migration, residence and employment of foreigners across the GCC. Trends in government policies are described, including the recent and significant doubts in some countries about the ability of the kafala system to produce satisfactory outcomes. Some attention is paid to the important policies of nationalization’ of GCC labour markets: a conceptual categorization of such policies is made, according to five different policy objectives. Using both the broad and more detailed sectoral employment data previously presented, evaluation is then made of the degree of success of each country’s initiatives in this area. The paper concludes with an exposition of the commonalities and differences across the GCC in managing their labour markets and immigration. The structural specificities of each country are outlined, along with tentative prognoses of their future needs for immigrant workers.

Abstract
Impact investing is a major emerging phenomenon in global finance that promises to reconcile capitalism with sustainability. It is increasingly embraced by governments, civil society and the private sector in the Global North and South to solve social and environmental problems. The combined crises of climate change, inequality and mass migration in a context of economic austerity have spurred cross-sectoral impact investing partnerships in areas such as green infrastructure, women’s entrepreneurship, agroecology, refugee support and disease prevention. This burgeoning $200bn market promises flexible, holistic and profitable paths to sustainability, attracting major philanthropic organisations and institutional investors boasting fresh ethical and responsible mandates. Is impact investing merely a new frontier for capitalism, or does it represent a revolutionary chapter in global history? Will it benefit communities better than conventional development programmes? The time to answer these questions is now, as impact investing is still in its infancy and the first green and social stock exchanges are opening around the world. IMPACT HAU is an innovative, critical and comparative anthropological study of the moral and political dimensions of impact investing. Inspired by Marcel Mauss’s classic use of the Maori concept of hau, the ‘spirit of the gift’, it focuses on the designers, traders and beneficiaries of impact bonds to produce an empirically driven analysis of the multiple moral orders within contemporary capitalism. Six ethnographic case studies will provide grounded, detailed accounts of the design and implementation of impact investing in Africa, Asia, Europe and the Americas. These will support a critical appraisal of the current consensus among global policymakers and business leaders giving markets a determining role in the ecological transition, testing the theories of sustainability that underpin hopes for a socially inclusive green economy.

Abstract
Amidst rising concerns over both the legitimacy and efficiency of the measure of detention, the MIDAS project aspired to critically assess the Greek policy framework of “arrest-detain-return” by providing evidence-based answers to the lingering core question: To what extent is the Greek model of managing irregular migration cost-effective? This was achieved by measuring the human and material resources invested in the control of irregular migration in Greece within a timeframe of 3-5 years (2008-2013).

Precarious residents: migration control, membership and the rights of non-citizens

Abstract
This paper examines the situation of a subgroup of non-citizens found in virtually all contemporary states, what I call “precarious residents”. Precarious residents can be defined as non-citizens living in the state that possess few social, political or economic rights, are highly vulnerable to deportation, and have little or no option for making secure their immigration status. The archetypal precarious resident is the undocumented (or unlawful) migrant. However, there are many other barely tolerated individuals who also fit the appellation, such as asylum seekers (including ones whose claims have been rejected), guest workers, and individuals with temporary protection from deportation. I begin this paper by exploring the nature of precarious residence, discussing its dimensions, causes and manifestations in different national contexts. I move then to consider the human development consequences of precarious residence before exploring the question of the responsibilities of states to protect the rights and, in some cases, recognize the membership claims of these non-citizens.
