In recent years, different regional governments have raised their voices to highlight the need to reinforce their role in the search for substantive measures towards a clear and coherent common asylum policy, that takes up the voices of the actors at different levels of government. As a result, the main objective of this contribution is to examine the actions that have been undertaken in the regions represented in the European Committee of the Regions of two Member States -Spain and Germany- with the aim of answering the research questions: What have been the main initiatives to manage asylum in the different regions of Germany and Spain? Do variables such as the ideology of regional governments, wealth, unemployment and the number of applications influence on the commitment to the reception and integration of asylum seekers? To identify, among other aspects, that despite the barriers imposed from the state level, there are more regional governments that have undertaken solidarity actions.

New Asylum Recast May Undermine the EU's Greatest Impact on Refugee Integration

The EU has had its greatest effects on the integration of beneficiaries of international protection (BIPs) through the stable legal framework of the Common European Asylum System (CEAS). The 2013 Reception Conditions and 2011 Qualification Directives build on the standards set by the 1951 Geneva Convention and aim for its full and effective implementation. As presented in the MPG paper “Lost in transition? The European standards behind refugee integration”, they guarantee a series of standards that shape the integration process, starting from the reception phase until full legal, socio-economic and socio-cultural integration allows refugees to realise their full potential to contribute to society. On 13 July 2016, a set of proposals was presented to reform these standards, including to replace the Qualification Directive with a Regulation and to amend the Reception Conditions Directive.1 The social consequences of these proposals are serious. Since BIPs today are fleeing many protracted conflicts that take on average 25 years to resolve2 , our societies will have to live with the consequences of these proposals for years—if not generations—to come. These proposals largely represent a missed opportunity and a potentially major risk for integration. The minor improvements on reception and qualification standards would only marginally improve the situation on the ground in most Member States. Moreover, several of the recast’s proposals would actually delay and undermine the integration process for asylum-seekers and BIPs by reducing support for potentially large numbers and removing some possibilities for more favourable conditions for integration. Unlike the 1 st and 2nd generation of the CEAS, which consolidated the most common national practices in EU law, several of these proposals are modelled on hasty and politicised recent restrictions in only a few Member States. These restrictions have not yet been demonstrated to be justified, proportionate or effective for improving integration outcomes. Overall, national governments and civil society agreed that better implementation of the current Reception and Qualification Directives would have greater effects on integration, without jeopardising the effectiveness of other proposed reforms to the CEAS. Particularly as the Commission’s 2016 asylum proposals were drafted more hastily than previous EU asylum and immigration proposals, these two proposals would need to be revised or seriously amended by Council and Parliament in order to make integration the top priority of this recast and avoid a de facto race-to-the-bottom where Member States are further demanding integration but not effectively supporting BIPs, Member States and the local, social and civil society actors that make integration a reality.

This report presents the findings of field research in Kenya under the KNOW RESET project, which maps and analyses legal and policy frameworks as well as practices related to resettlement to European countries. The research in Kenya was a component of this broader project, which included research in 27 EU member states and three countries of first asylum: Kenya, Pakistan and Tunisia. Research was carried out in Nairobi and Kakuma refugee camp between June and October 2012 and involved interviews with refugee and resettlement actors, including those participating in resettlement to European countries. The report broadly explores and presents Kenya’s resettlement landscape, the positions, roles and practices of European resettlement countries within that landscape, and the perspectives and experiences of refugees around resettlement.

Along with documenting trends and canvassing the variety of stakeholders and projects, the study offers background information with regards to the peculiarity of socio-political and economic situation in Greece in order to explain the existing difficulties and identify the current challenges with regard to the system of reception and integration. Greece has recently been the theatre of an unprecedented refugee flow (as far as the country’s experience is concerned).

Foundations in medieval societies: Cross-cultural comparisons

Description
'In the present foundations are ascribed a central role in overcoming social and political problems, be it in the field of social welfare or the sponsorship of science and the arts. But they were also in the past always an indicator of the condition of a society and lend themselves to deducing its overall structure. In a historical perspective they permit an intercultural comparison because there is evidence of the phenomenon of the foundation, while not on a continual basis, in all advanced civilizations. The project intends to carry out a comparative investigation of foundations of the medieval millenium (from approximately 500 to 1500 CE) in European Latin and Greek Orthodox Christianity, in Judaism, Islam and in pluri-religious India and of their mutual relations while making use of the ideas of modern global history. It will therefore also involve questions of cultural transfer or cross-cultural interaction. Under the leadership of the submitter five experts from the fields of Medieval, Byzantine, Jewish, Islamic or Ottoman and Indian studies will compile an 'Encyclopedia of Foundations in the Medieval Millenium', in which articles written collaboratively will depict the forms, objectives, legal structures, endowments of the foundations and historical changes taking place within them, taking into consideration their religio-historical background (esp. end time concepts) and their respective historical context. The planned project is built upon pilot projects working on this issue, while a publishing company has already secured the rights for the publication of such an encyclopedia (also online). On completion of the project the submitter will also present a monograph on foundations in the Middle Ages as 'total social phenomenon' (M. Mauss) in an universal history perspective.'

Six Country Immigrant Integration Comparative Survey

"Theoretical background and objectives This project aims to investigate the effect of three different types of contextual effects on immigrant integration: those related to the regions of origin of immigrants (e.g., levels of religiosity and socio-economic prosperity), those related to the localities in which they have settled within the country of immigration (e.g., levels of immigrant concentration and local unemployment), and those related to the national contexts of the countries of immigration (e.g., citizenship and welfare state regimes). It does so by comparing the levels of structural and socio-cultural integration of Turkish immigrants in six countries (Germany, France, Netherlands, Austria, Belgium, and Sweden) and Moroccan immigrants in four countries (Germany, France, Netherlands, Austria). The study includes a comparison group of natives. The countries covered by the study represent different integration models and citizenship regimes. They vary in their degree of granting individual, cultural and religious group rights to migrants. The study has a quasi-experimental nature insofar as the immigrant sample includes only immigrants from the guest-worker period and their offspring, and half of the immigrant sample comes from a selected number of provinces in the country of origin. This design minimises the role of migration period and ensures that there is sufficient overlap between the samples in the different countries in terms of regions of origin. Topics of the survey range from labour market position and education to identification, segregation, interethnic social contacts, religiosity and attitudes towards cultural preservation. The native sample moreover includes questions about attitudes towards immigrants. Research design, methodology and outlook Data were collected in a bilingual phone survey during the first half of 2008. In each country, a minimum of 500 respondents for each group was surveyed, resulting in a total number of 9 365 valid observations. The data set has been supplemented with a broad set of context data on the ethnic composition of the local resident population, the regional labour market situation in the host country, and certain cultural and political aspects in the respondent's origin provinces, gathered from various official statistics. All respondents had the choice to answer the interview questions in either the host country or their origin country language. The study thus avoids the drawbacks of other international studies conducted only in the host country language, by ensuring the inclusion of all groups of migrants, even of those with poor host country language command. A detailed description of the research design and methodology is given in the technical report. Findings Based on the collected data, several comparative studies on aspects of socio-cultural integration and inter-ethnic contacts have been undertaken and have resulted in several publications, see below.
