Turkey: Country and Research Areas Report

Turkey is part of a migration system that is spread over a large geographical area including Europe, Asia, Middle East and North Africa; which is resulting from geopolitical and historical factors and transformed by local, regional, and international events. The migration flows that Turkey experienced have changed throughout the phases of modern Turkey‟s history. In the Early Republican era from 1923 to 1950, as a part of the nation building process, Turkey saw mass emigration of its non-Muslim populations and the arrival of Muslims from the Balkans. In the period from 1950 to 1980, Turkey was mainly characterized as a country of emigration which attempted to recover its economy by sending thousands of migrants to Europe as a solution to unemployment and in order to receive remittances. The period after 1980‟s saw many developments in the migratory movements. One was the increase in the number of asylum seekers from Turkey, due to the military coup and the Kurdish question. Another development in the 1980s was the arrival of economic migrants into Turkey due to the socioeconomic transformation in the region. Thus, standing at the crossroads of three continents, today, Turkey is a country of emigration, immigration and transit migration. At the same time, the prospect of European Union membership has been an important aspect of Turkey‟s historical modernization project and its political relations to the EU have been very influential in the formation of its migration policy making. Within this context and along the guidelines provided by the EUMAGINE project, this report first gives a historical and socio-economic overview of Republic of Turkey and provides an analysis of migration flows and policies in Turkey. Then, the four research areas of Turkey, namely Emirdağ and Dinar in Afyon; VanMerkez in Van and Fatih in Istanbul selected for EUMAGINE research are described.

BICULTURALISM: Social Correlates and Individual Differences

Description
The proposed program of research will allow the PI to apply her expertise on the study of psychological acculturation and biculturalism to the European context, and also develop a European network of collaborators on these issues. Broadly speaking, the 4-year proposed research program will examine (by means of social-network, survey, and experimental methodology) some of the social and individual factors involved in the development and maintaince of a bicultural orientation among first and second-generation immigrants residing in Catalonia (Spain). The first phase will examine the links between immigrants’ personal social networks (their composition, density, clustering) and these individuals´ multiple cultural self-identifications. The second phase will involve a large psychometric study to refine the measurement and understanding of the construct of Bicultural Identity Integration (BII), an individual difference variable capturing variations in bicultural identity. The third phase will involve an experimental study examining how the expectations of the receiving society regarding acculturation affect immigrants’ own acculturation and cultural identity profiles. The fourth phase of the proposed project will involve the development of a special issue on the topic of “Multi-Cultural Identity in European Contexts” for the Journal of Cross-Cultural Psychology, as well as a small-group conference on this issue involving the contributors to this special issue and other relevant experts.

An overview of Ireland's integration policies

Ireland has undergone a remarkable demographic transition in the last twenty years. In the early 1990s, it was a largely homogenous state. By 2011, however, some 12 percent of the Irish population were nationals of other countries. This paper provides a concise summary of the Irish stateメs attempts to integrate its sizeable but relatively recent immigrant population. It first examines how the state reacted to the significant rise in asylum seekers that occurred in the late 1990s and the early 2000s. It then turns its attention towards the stateメs response to the arrival of hundreds of thousands of economic migrants, particularly after the enlargement of the EU in 2004. The state initiated several positive strategies in the 2000s but few resources have been dedicated to integration since late 2008, when Ireland experienced a serious economic recession. The impetus for integration has, instead, been left to local authorities and NGOs. Yet they have also suffered from severe state cuts to their budgets as a result of the crisis. Consequently, the outlook for the integration of Irelandメs extensive immigration community remains uncertain.

Rethinking the status of refugees beyond the camp: a Lefortian response to Agamben’s critique of democracy and human rights

'Liberal theorists of democracy traditionally believe in the rule of law and universal human rights. Yet a group of anti-liberal thinkers such as Agamben have recently argued that rights are not universal but depend on political institutions that can arbitrarily take away these rights. For them, the current plight of refugees, asylum seekers and illegal immigrants in Western democracies illustrates their point. It shows that our democracies allow for an increasing lawless space (‘the camp’) where people become rightless and are exposed to the arbitrary intervention of a police force. Yet I believe that the radical anti-liberal view is as problematic as the liberal view it seeks to replace. In my project, I will therefore develop an alternative theoretical framework that offers a ‘third way’ that would criticize liberal theory without therefore embracing the radical conclusions of anti-liberal critics. To develop this alternative, I will draw on the political theorist Lefort. I will first develop an alternative to Agamben’s theory based on Lefort’s paradigm and then see what this alternative model would mean for our understanding of refugees and illegal immigrants. I will then examine how the alternative model could respond to four major objections and publish the research-results.'
