The transnational mobility of cheap print: British chapbooks in Italy, 1800-1850

Description
This action proposes mobility for an Italian researcher living in Britain to work in Ireland on a transnational historico-literary project. Her research focuses on the cross-cultural transfer of cheap print between Britain and Italy in the first half of the nineteenth century. The project advances existing knowledge of popular publishing and reading in two ways. Firstly, it contributes to the European historiography of cheap publications by extending the investigation of their production, distribution and reception to the Italian context. Secondly, and most importantly, it provides a concrete idea of the cross-cultural nature of cheap literature by exploring the mechanisms which regulate its migration from one linguistic and cultural realm to another. The transnational trajectory of cheap print is investigated with a focus on translation and on its potential to establish fruitful negotiations between the literary and cultural repertoires of the source and the target context. The project examines a corpus of chapbooks translated from English into Italian published between 1800 and 1850. The Italian chapbooks and their sources are analysed using an interdisciplinary approach which integrates theories of textuality, the history of the book and of reading, and translation studies. The comparative approach followed in my study will significantly enhance our understanding of popular literature and of the processes which led to the formation of a shared European heritage of popular culture. The multidisciplinary research environment at NUIG provides the ideal conditions for the researcher to develop this project and the skills necessary for her future academic career. The collaboration of Dr Niall Ó Ciosáin and the training that she will undertake in the history of the book will be particularly important to integrate her familiarity with translation and the eighteenth- and nineteenth-century Italian cultural context with new knowledge of popular publishing and reading.

'Crimmigration': Crime Control in the Borderlands of Europe

Description
Control of migration is becoming an increasingly important task of contemporary policing and criminal justice agencies. The purpose of this project is to map the progressive intertwining and merging of crime control and migration control practices in Europe and to examine their implications. The project is guided by three sets of research questions: 1) How do contemporary police and criminal justice institutions deal with unwanted mobility and the influx of „aliens‟ (i.e. non-citizens) to their territories? 2) What is the relevance of citizenship for European penal systems? and 3) How do contemporary crime control practices support and perform the task of (cultural and territorial) border control? The project aims to analyse the impact of the growing emphasis on migration control on criminal justice agencies such as the police, prisons and detention facilities. The basic hypothesis of the project is that migration control objectives are contributing to the development of novel forms of punishment and new rationalities of social control termed „crimmigration‟. The project aims to describe these novel hybrid forms of control since they constitute important conceptual challenges for criminal justice scholarship and require new theoretical perspectives. A question will be asked: what kind of break from traditional criminal justice practices and principles do they represent? Is the focus on punishment and reintegration of offenders gradually being replaced by a focus on diversion, immobilisation and deportation? Moreover what kind of legal, organisational and normative responses do they require?

Innovative Changes in Air transport Research for Universally designed Services

Description
'Freedom of movement is a right preserved under EU treaties and it is also aligned with the UN Convention on the Rights of Persons with Disabilities. However, regarding accessibility to air transport for disabled people and the elderly, these basic rights are currently not fully realized, thus creating social exclusion. ICARUS aims to identify, justify and prioritise research and analysis solutions with the greatest potential of improving universal access to air transport. It also strives to initiate change among the main players in the accessibility chain that fosters adoption of effective solutions. To achieve this objective, the ICARUS consortium unites organisations with the knowledge, expertise and network of contacts required to produce planned project outcomes, results and impacts. Moreover, ICARUS has a Stakeholders Network composed of key actors in the entire 'value chain” of accessible air travel, providing information, feedback, and outcome dissemination. ICARUS’ work plan strategy is based on proven ex-ante evaluation methodologies. Firstly, ICARUS researchers identify the nature and scale of the problem, the involved process and activities, and the technologies and existing solutions. Afterwards, they analyze needs and preferences through the users’, stakeholders’ and experts’ perspective; including real-life observations. Then, the gap between the current situation and the needs is assessed and a preliminary list of solution areas identified. Next, researchers define the R&D fields and innovative solutions that require further advancement, and best practices. Finally, a socio-economical analysis is conducted, providing recommendations following the principles of economy, cost-effectiveness, and European Added Value. ICARUS will contribute to initiate change in aircraft cabins and in activities and services to allow easier access to aircraft for all citizens, by providing insights on R&D areas that may alleviate the air transport access issue.'

Integration of migrants : Armenian realities

Authors Ruben YEGANYAN
Description
This paper embarks upon a brief examination of the history of the formation and development of the Armenian diaspora. Special attention is given to the quantitative, structural, and qualitative changes that the diaspora has experienced as a result of international and domestic migration flows brought about by the collapse of the Soviet Union, as well as by the related aggravation of the geopolitical situation in the Near East. This paper proposes and defines notions of “old Armenian diaspora”, “new Armenian diaspora”, “integrated diaspora”, and “non-integrated diaspora”. Attention is also given to the non-homogeneity of the last of these categories, both in terms of aspiration for integration within the host society, and in terms of the actual degree of integration therein. Based upon an analysis and comparison of Armenian and Russian research data and materials, the author identifies and characterizes the peculiarities of the integration process amongst the non-integrated segment of the Armenian diaspora. Integration processes in the legal, residential, labour and general economic and social integration of emigrants from Armenia in the various host countries (mostly in the Russian Federation) are examined and evaluated separately. The paper identifies and characterizes the main issues which they face in a multilateral and complex integration process, and establishes the principal causes for these challenges. The second part of the paper examines the issue of the reintegration of Armenian return emigrants and the integration of the small number of persons who migrate into Armenia. The main problem of resettlement for migrants who return to Armenia, we suggest, is work-related: it is caused both by limited demand in the labour market and by low levels of labour income. What is more, upon return, migrants face problems such as finding housing, receiving medical assistance, sending children to school, and obstacles in exercising their rights, both from the point of view of insufficient knowledge, and because of various bureaucratic hurdles and delays. The paper places particular emphasis on the fact that the reintegration of migrants into the Armenian Republic is problematic not only due to unfavourable conditions in the country, but also because of an absence of any state policy in this regard.

Description
This report is the European Training Foundation’s (ETF) latest contribution to an informed policy dialogue on legal and circular migration. It aims to provide evidence-based, policy-oriented inputs to European Neighbourhood countries from an employment and skills perspective. To this end, a dual focus is offered: a global focus to review the migrant support measures implemented worldwide from an employment and skills perspective; and a country focus to take stock and inform policy decisions in that field in the framework of the European Union (EU) Mobility Partnerships with these Neighbourhood countries. The study was coordinated by the Migration Policy Centre of the European University Institute (EUI) under the supervision of the ETF. This report presents the main findings of a global analytical inventory of migrant support measures implemented in countries of origin from an employment and skills perspective (MISMES). These measures were introduced to facilitate labour mobility and increase the developmental effect of migration in sending countries. This is the first attempt to compile, classify and assess these measures in terms of cost effectiveness and the outcomes of the migration process. Readers can also find the MISMES methodological note (ETF, 2015a), and five additional country studies on the same topic – Armenia, Georgia, the Republic of Moldova1, Morocco and Tunisia – all countries which concluded Mobility Partnerships with the EU (ETF, 2015b-f). The report is structured around four phases of migration (pre-migration, during-migration, postmigration and multi-dimensional), and makes a compilation, classification and preliminary assessment of 11 MISMES models identified. An Excel file complementing the report and the country studies with a number of examples on each of the MISMES models is available on the web.
